Rustoleum is a brand name what comes in a spray can or regular can. It is oil base and is used to paint metal and other materials. This is great for outdoor items that set in the sun all day. It does not fade. You can also use this paint on fences and wrought iron.

Paint itself is rust proof. It is the exposed metal that rusts so preparation of the surface by sanding old rust and an automotive primer on the bare before painting is critical. The best paint to use is normally an acrylic enamel with some sort of clear coat for finish. These can be found in spray cans at any retailer.

Any paint that completely cover a non-rusted piece of metal is technically "rust-proof". Rust is a result of oxidation which paint stops. If the surface is already rusty normal paint wont stop it from rusting further. They do make special rust "encapsulater" that converts and seals the rust.
