In my opinion, yes, the United States has a Congress that is too often inactive and localized. However, it has also done some good things for the country.

When Congress gets busy passing bills, that is when we are not served well. Sometimes, there inaction is to our benefit. The whole housing and banking crisis was due to laws passed by congress. They passed laws forcing banks to give loans to people who couldn't afford them. Then they turn around and have hearings that blame banks.
