Though not illegal in the sense of breaking a state or federal law it is not allowed by the NCAA. This is because they get scholarships to play sports.

It is not illegal in that people will go to jail. It is, however, against NCAA rules, and will result in athletes and schools being sanctioned.

Yes, it is illegal to pay college athletes or to give them material possessions. People like OJ Mayo, and most recently Reggie Bush, (both coincidentally from USC) have gotten in trouble for this.
