Rome is not under an oligarchy government. Italy is a democracy, although corruption and patronage gives it some of the characteristics of an oligarchical goverment.

No. Today Rome as part of the Italian state it's a democracy. If you ask about Rome as the city, Rome actually has it's council named "Comune di Roma". But if you ask about the Rome Empire you have to know that has disappear and now Rome is Italy's capital.
