Yes, rice is the key ingredient in paella. While jasmine is a long grain type of rice with grains that tend to stay separate, short grain is the rice typically used for paella because of its "sticky"-like property. This makes it great for soaking up liquids in slow-cooking dishes, like paella and, incidentally, rice pudding.

Yes, best rice to use thought is what is called "Wild rice". Jasmine and white rice are not recommended doesn't have the same taste.
