Of course it is and it's more common than you think, any kind of mechanical or electronic gas guage can be off.

Yes, most fuel tanks are not simple shapes causing them to have high and low points. If the vehicle is on a hill or accelerating or decelerating, the gauge can be inaccurate due to the fuel shifting in the tank.

Yes it's possible. Gauges operate by a sending unit that can sometime stick or read incorrectly. If the wiring becomes damaged or loose the reading will be off.

Yes it is possible. The gas amount is measured by a floating sensor. Sometimes being on a hill or putting other liquids in the tank can cause this.
