Yes. Used Playstation controllers can be used with their respective consoles. Be sure to get the correct ones, however, as they are not retroactively compatible. Also be sure to test them. If the analog sticks are sticking or otherwise feeling weird or not setting correctly, or the buttons are sticking or not pressing in right, it could be damaged.

It depends on where you buy them. If you buy then from a Gamestop or some other video game store, you will usually get some sort of warranty. Otherwise, I would be careful.

You could buy used Playstation controllers, but as with everything used it comes at a risk. Unlike a used game or even console a controller is more fragile. The ability of a controller deteriorates over time, so yes you could but it may not work for long.

Used controllers can save you some money, but the ware on them makes it not worth it in the end. Buttons that have been repeatedly pushed will not be as sensitive, and the d-pads tend to not be as responsive.
