Yes. Any "Top Secret" Government program is horribly hard to get into. First off they only accept the best of the best. They also do not take anyone with a prior record. The CIA will often interview all of your family and friends, pretty much everyone you've ever met.

The CIA is actively hiring and recruiting these days. National security is at an all time high. A clean police record and desire to serve your country is the first step i joining the CIA.
