Send an age-appropriate card or even a funny/cute card to let her know you're thinking of her, which is the tradition your late wife started. It's lovely to continue it.
You are her grandfather. As long as your Valentine's Day card is not suggestive than it should be fine. Especially since it is in your loved one's memory.
