Yes, fluoride is safe. It should be used to brush the teeth but have the child spit the toothpaste out and rinse with water.

Low doses of fluoride found in drinking water is safe for toddlers and will not harm their teeth. Children under the age of two are not recommended to use fluoride toothpaste, however, per the American Dental Association.

Yes it is safe. BUT, you need to remember to use in the reccomended amounts. Swallowing large amounts is VERY dangerous for your child or for any human being. As long as you use the reccomended dose and stress to your toddler to spit it out and not swallow it, you should be fine.
