I believe that he is if he ascribes to the Aristotlian ideal. If the philosopher instead prefers the ideas of phenomenology, he will not be born with a blank slate.

None of us are born tabula rasa. There are some things that are instinctual to every human, such as facial expression.

All of us are born with a blank slate in the sense that we enter the world knowing nothing, unable to express ourselves other than by crying. The slate or notebook of our mind is added to little by little over time as we grow. We form our own philosophic views by interpreting the things we learn.
