It means that your body has the ability to let down a lot of milk and with pressure. I've seen my wife's let-down arc feet away from her body.

It may make it difficult for baby to handle the force and volume of milk at first in an overactive let down, mother can stimulate the let down, let the first sprays of milk pass into a handkerchief or towel and then let baby feed more comfortably.

Overactive-letdown is a sudden surge of breast milk. This occurs during feeding intervals, and can make the act of breastfeeding very difficult. The reason for the difficulty, a baby breastfeeding requires a gentle flow of milk that is produced by the baby's natural suckling instinct. A sudden surge of breast milk can make the baby very fussy.

This just means that your breast milk flows heavily, not just when nursing your child, but perhaps it keeps flowing once the feeding stops and you 'leak' other times too. This is pretty normal when you are first starting, but they make some good absorbent breast pads just for it.
