If I programmed a Philips digital remote for one TV, can I reprogram it for another TV?

Yes, you can re-program your remote. You will need your original manual witch contains all the codes to program it.

When you purchase a Universal remote and program it for your TV, it will work that kind of TV only, but if you Buy yourself a new TV and you like the way your old universal remote control works you can reprogram it for your new TV by using the codes provided in the manual.

Yes you can. But it depends on what model of remote if it will support multiple TV's - that is will you be able to control Both from the one.

You can use one remote control to operate multiple televisions as long as they are the same brand. It is just a matter of figuring out which codes are associated with the second television.
