There are no glues or tapes that will fix aluminum so you are going to have repair the bike rack using a welder. Please do not try to use a welder unless you have been properly trained and are capable to completing the job safely.

Depending on the severity of the damage, it may not be easy or worthwhile to fix aluminum. The average person is not equipped nor has the tools to fix aluminum.

There are a number of non flexible two part epoxies at hardware stores that can do the job. Rough sand joint areas to improve grip.

Best-way to "glue" aluminum is with professional-welds by either: (GTAW)Gas-Tungsten-Arc-Welding a.k.a. (TIG)Tungsten-Inert-Gas welding or (GMAW)Gas-Metal-Arc-Welding a.k.a. (MIG)Metal-Inert-Gas welding. Alternately, You could fasten it together with threaded-machine-bolts, nuts, & flat-washers.

There's no good way to glue aluminum to itself; that's generally a problem you fix with welding. If this is something you want to do yourself, you can probably stick-weld it (if it's heavy-gauge pipe) but learning to stick-weld is a bit more involved than simply gluing two things together.
