If the painting is very old, you should let an expert do this delicate task. Newer paintings can be gently cleaned with a very soft brush. If painting is sticky or oily, use a soft cotton cloth dipped into a weak water and dish detergent mix. Do not rub the painting but blot gently.

Use very soft brushes to dust the painting, being careful not to disturb any place where the paint is flaking. Don't forget the back of the painting. Use gloves to prevent oil from your hands from getting on the painting.

Rubbing alcohol on a few areas could do the trick but you should really leave this up to conservators. Due to the nature of oil, you may ruin your painting.

Use a feather duster. With a top to bottom motion. Use a damp cloth to clean the frame. Spritz the back side of the canvus with warm water.

I would have something like that professionally cleaned. I would call around and see if anyone in your area cleans things like that. I would not try to clean them myself for fear that I might ruin it. When it comes to cleaning things like this it is better that professionals do it.
