Your piercer should have stated the standard healing times for your labrat piercing and told you when you could change out the metal. I, personally, changed out my labret after only a day. I belive it is recomended to wait at least a week since it takes apromimately 2 to 3 months for a labret piercing to heal.

Any piercer will tell you the same thing. Wait 6 weeks or more to switch jewelry or you run the risk of disrupting the healing process.

Clear labrets can be used after a period of 8 weeks, the time it takes the original piercing to heal. Otherwise, there is chance of infections.

There is no specific age at were you can wear clear labrets. One of the most important thing to remember is that a labrets is like a corset so it is a popular thing to wear among woman today. However, as long as you can fit the labrets properly then you can wear it.
