It is used to store the newly made wine in barrels. Over time it imparts an "oaky" or wooden taste and nose that is pleasant with most tannic red wines.

It is used to store wine as it ages and contributed to the tannin. If you don't use it you will get a fruitier wine, which is preferrable in most white or rose wines.
