A lien is a function of a judgment. You must go to court and show that a debt/obligation between you and the defendant. If the court rules in your favor, you can then place a lien on property or attach wages or assets in an effort to recover.

You must file an action to get a judgment against a debtor. Then you can request that a lien against property be placed pending resolution of the debt.

A lien is a formal judgment against someone for failure of payment that is filed in the recorders office of your local government agency. Generally it is a mechanics lien for work completed but not paid.

The local County Clerks Office should be able to direct you to the proper department within their building to place a lien on vehicles.

You simply put forth an application for it and then you are good to go. That is the way people conduct this procedure.
