Air in a crawl space can get stale and vile. Buy a dehumidifier and keep it in good operation so that the air will move.

Most likely you have mold or mildew: Scrub down the surfaces of the crawl space if possible with a chlorox and water solution to remove the visible mold, then run a dehumidifer on maximum to dry out the remaining mold or mildew. Moisture is mold's food.

First, you need to figure out what is causing or worsening the smell, like a leaky pipe or poor air circulation. If you do not treat this first, the smell will only come back. Treat the smell itself by spraying the room with vinegar, or leaving bowls of vinegar or baking soda in the room to absorb the odour.

If it's possible, the best thing to do would be to air it out. Open a window, put a fan in there, or even spray some febreeze.
