The most likely problem for a PS2 game not playing is a scratched disc. Lightly wipe the disc with a clean, lint-free cloth. You may also try breathing on it first. If the disc is too scratched, no amount of work will get it to play again.

If the issue is due to a scratch, there are multiple remedies. The simplest is to take it to a local game or CD store and have it resurfaced. There are also kits you can buy. Home remedies like toothpaste can work, but should be used with caution.

If a Playstation 2 disc is scuffed or scratched, you can purchase a buffing machine to remove them automatically. A short term alternative is to use Carmex lip balm or any other similar product, and lightly spread it over the disc. The system can now read the disc.

I usually use a disc wizard scratch repair kit. But another thing I also do sometimes is to run the disc under water then rub on some toothpaste over surface.

If the disk is failing to load then the disk is most likely scratched. There are a number of kits available for purchase that can repair and resurface scratched disks so that they work properly again. If the disk is cracked or chipped, however, you are often out of luck.

There's no legitimate, trusted way to fix them at home yourself, but a lot of stores that sell used games and movies have machines that can resurface them for you. Do some research on stores in your area, and you should find one that can fix them cheap for you.
