Yes and no. Most copying would be done on a computer, then burned to a disc or usb stick. Be careful of legal issues, as it can get complicated.

Mod chips are not required to copy an Xbox game. However, if you want to PLAY the game on an Xbox console, then yes, it is possible and the user must have a modchip or have their console modded with an exploit called a softmod. The Xbox 360 is different.
