If you have no air flow at all when your car is idling, then your fan is probably shot. You're going to have to get it replaced. The reason you get airflow while moving is simply the wind flowing through your car's ventilation system due to the vehicles forward movement.

Rotary Air control valve is located on the front of the throttle body. When it sticks, the idle can be too low. Yo can simply remove and clean it and fix them for short term, or buy a new one.

The best way to control the air flow while idling is to make sure the windows are down on both sides.

You can control the air flow by changing the speed within your car. If you change the speed it will also change.
