There is a bolt on the top of the bar going into the neck of the handle bar that you will loosen. Once it is loosened the handle bars will raise and lower. Then tighten the bolt once its at the desired height.

There should be a fairly large nut at the base of the neck of the bike. The neck should be just above the frame of the bike. If you loosen that up you can pull the neck and handlebars up or move them down. Then just simply re-tighten the nut.

Well, just keep turning and twisting the handles until it reaches the desired length. Therefore, you just have to make sure the length is adjusted right.

On the front of the bike where the handle bars hook on there will be a little nut to lower them you have to loosen the nut and adjust the handle bars to the proper height then be sure you always tighten the nut back up.

This will depend on how old you bicycle is. Older bikes will have a "quill" stem that has a bolt on top of the stem to loosen it. Newer bikes have threadless steer tubes and the stem clamps onto the outside of the steerer tube.
