Start with one cup cornstarch and add water until you have a thin paste. Tear newspaper or colored tissue paper into 1 inch wide strips. Dip strips in paste, removing excess by running the strip through your fingers. Apply to desired object, like an inflated balloon. Allow to dry overnight.

Tear newspaper into strips 1 inch wide by 6 inches long. Coat them with either liquid starch or a mixture of equal parts water and flour. Layer the coated strips on a form, balloons work best and you can hang them from a string to dry. Once the startch dries pop the balloon or remove the form.

Paper mache is 1 part flour and 1 part water. Mix them together to make glue, then take strips of newspaper and coat them in it. Watch out, it's messy!

Combine water and flour to make a medium thick paste. Take paper strips (newspaper) coat them with the mixture. You can place these strips on a mold or try free form sculpture. Balloons are a great mold. Free form will be very difficult since the strips will be soft.
