You can buy black and white felt at the fabric store by the yard. Then make the penguin costume using a picture of a penguin as a guide. Sew seams.

You can cut a whole in the top of a black garbage bag. Next you can use orange construction paper for a bow tie. Glue a piece of white paper to the bag where at the end of the neck. Sturdy the white paper with cardboard of some kind. Trace to orange feet and cut them out.
