How do I know if my cell phone number is blocked? I keep getting a busy signal, not a recording

If the phone number were blocked there would be a message saying that you cannot receive calls from this location. It would be easy to tell. There is a chance that this phone is off the hook or temporarily disconnected. Watch out though because sometimes the recording for a blocked number is not straight forward.

I guess that it depends on the carrier of the phone. AT&T sends an message to the phone that is trying to send the text called "Auto Response" I think that it is a way to tell that the person you're trying to call has blocked your number from her phone, then that person can't read your number.

Some phones (Panasonic) has a call block feature. YOu enter the # you want to block and the caller gets a busy signal and the phone never rings on the other end. X boyfriend pulled this stunt.
