How do I go about removing outdoor carpeting from concrete steps?

Removing outdoor carpeting is extremely difficult. Concrete is naturally porous and holds the glue that attached the carpet extremely well. You could manually scrape off the carpret then use boiling water to loosen the glue but at best this would leave a tattered and pitted concrete surface. You'd be better off to get a cosmetic cover for your steps.

This is a straightforward task; apply a carpet knife or strong razor blade to cut it into reasonable strips. Next, you'll want to pull, hard and repeatedly, and it will come up.

The biggest problem with removing outdoor carpet is getting the backing off which will remain on the concrete. To remove the remains you have to get a stripper and a scrapper.

This involves pulling up the carpet on the steps as well as the padding underneith. It's not that hard, you just have to pull up the staples/nails holding it down.

the best way is to pull the carpet up in one piece if you can. if not, then pull it up in large pieces.
