If it isn't halloween, you can get a costume at online costume sellers, just search for costume websites. Many will have sales in the off season, so you may get a good deal. However, sizes may vary because it's off-season. Also, if you don't mind used, you may want to try an online auction site for a cheap price.

Costume shops usually have cheerleading uniforms for casual use, but sizes may be limited. For real, authentic cheerleading uniforms, there are special catalogs which sell athletic gear. A sporting goods store may be able to help.
