Double click on the Regional Settings icon in the controle panel. The Regional Settings Properties dialog box will be displayed. Click on the black arrow next to the box on the Regional Settings tab. You will see a list of all the formats you can choose from. Select English and Hit the Apply button

Open the Control Panel double click the Regional Settings icon. On the Regional Settings tab drop down box select the language click apply then restart the computer.

In the Control Panel menu, look for Keyboard and Languages or a similar option where you could change the default language. You might also want to add the language bar in the taskbar.
