Difficulty depends on availability of sufficient foundation-support and your existing siding materials? You need to cut into your house's rear wall to support the house's AND porch's floors & roofs.

First you would need to contact the city for a permit. You would need to show them drawing of what you are putting up. They would also inspect the work as you proceed with the project usually after each step is done. At that time I would electricity out to the porch with outdoor outlets.
