Just let dog know you know neighbors are there and it's okay. Dogs bark to alarm owners. When strangers come near property, they feel like they're invaded. Try to calm dog down by standing between target. Don't pet, quietly, 'be quiet'. Gently close mouth. Key is patient and never get upset or frustrated. Never raise voice when you want them calm.

Barking, like chewing, is simply an anxious behavior, which can be solved easily enough. Do NOT EVER hold your dogs' mouth closed; you're just asking for a bite! Simply remove the dog from the room and place in its crate to calm down until it can rejoin the group.

When barking at familiar people and ignoring strangers become a problem it's time for an Intervention. A Dog Whisperer is your answer. After treatment, relaps will happen if he's returned to same suroundings, you must remove all temptation...tell your neighbors they have to MOVE! Your baby's coming home and you want the problem gone-THEM,

They say most dogs are smarter than human beings, so maybe there is a reason that your dog is barking at the neighbors. Have you ever observed the neighbor giving your dog dirty looks when you turn your head? Your dog could actually be protecting you from danger. To solve the problem I say just move away, dog knows best.
