First, you have to remove all of the sugar that you can. You can do this by scraping or with a scouring pad, just be careful not to damage the stove top. Then, soak it in a hydrogen peroxide solution. It should bubble slightly and then become easy to remove.

Try cooling the sugar with an ice pack from the freezer. Once the sugar is very cold (and very brittle) scrape it with a rigid spatula. It should come away from the surface of the stove. If you're afraid of damaging your stove's finish, soak a rag in vinegar, lay it on top of the sugar, and wait.

Place a cloth on the sugar, pour boiling water on it, let soak. When cool, wipe off. This may take several tries depending on how much and how badly burnt it is.

Mixing up a half of cup of water with two large tablespoons of baking soda will create a thick paste. Firmly Rub this substance onto the burnt sugar.

Try cleaning it with boiling hot water and a cleaner specifically designed for a stovetop surface. The hot water will soften the sugar and make it easier to clean.

We used a razor blade (be sure to hold it flat) to get most of it off and then finished it off with the liquid cleaner recommended by the stove manufacturer. It worked like a charm. Just be careful to hold the blade flat so you don't scratch the top.

Try the Mr. Clean magic eraser or spray some windex on it and let it set for a few minutes then wipe it off. It may take a bit of elbow grease but it should come off.
