It depends on your need for the information. If you were involved in an accident, the police will ask for proof of insurance, or the court will demand it. If you are concerned about driving someone's car, ask for the proof of insurance, which should be carried in the car at all times.

If you are in an accident with someone, the best way to find out if someone has insurance is to examine the police report, as they will record this information on it. Insurance companies generally will not give out this information.

If you have been involved in an accident with another driver, you can ascertain their insurance position by getting a copy of the police report. Most police reports list insurance with policy numbers, however, a policy could have been cancelled and is no longer in force.

In theory, they should have a card. And this person should be carrying it at all times. Now, if you've been in an accident with this person, you can ask for a copy of your accident police report. Or request help from your auto insurance carrier

If there was an accident involving yourself and another driver or some kind of altercation and the other driver left the scene you can file a police report and they will be able to find out that information. If however you just want to find out to be curious and you have no association with the driver you can't.

I would ask first, and if that fails i'll give a little bump in the car to get it down, and tell the person to call the insurance company.
