Most laptops have a button near the touchpad specifically for disabling the touchpad. In XP/Vista go to the Control Panel->Device Manager and disable the mouse there.

Select the "Disble Touch Pad/Stick when USB pointing device is present" box on the Device Select tab of the Mouse Properties control panel.

If available, click button next to touchpad. Otherwise, use Start, Control Panel, Mouse Icon. On Mouse Properties screen, select Device Settings tab. Click Disable, then click OK.

Check for an option in the BIOS on bootup, or have a look within any manufacturer software supplied with the laptop.
