Personally, I have never seen a version of Titanic online in which scenes have been cut, but I have no doubt that it's has happened. The reason could be the for the following: timeline must be shortened, some sites might not want any nudity or language, or some might simply show a portion for free, and want you to pay.

No. They've never been cut for me. Perhaps the website you are watching it on couldn't upload the whole movie and had to cut parts of it. Look around at different sites.

It depends what website you watch it from Many of them show and have the entire movie so no scenes are cut when you watch it. Though if a scene is cut it is probably the sex scene.

That would depend on what site you were watching it on. If you are using Netflix, Blockbuster, Hulu, or some other well known company, then nothing has been cut unless stated otherwise. The run time should be over 3 hours or 180 min, anything less is cut.

It depends how you choose to watch the movie online. If you choose to watch it in parts on Youtube then it is likely that scenes have been cut, but if you rent it through itunes it will be the complete version.
