Yes, even after neutering a dog can still try to hump your leg. Though, that doesn't happen very often. They are less and less likely to want sex as they get older by the neutering, but they can still have desires for such for awhile. Or they are a goofball and don't really know what they are doing.

Both of my dogs were neutered and one of them does still try to hump people. I am told that it's a dominance thing.

Yes because it is not a sexual act it is a dominant act. Female and male dogs alike use the "leg hump" as a way to try and dominate a human which is taller than them. With two or more dogs you will see mounting behavior without mating as a way for the dominant dog to show they are dominant.

Yes, the male dog hump our leg, even if he is neutered. Dog lovers do know, at what time do they have to be neutered? Mostly this can be seen in the hot season, depending on the countries whwhere they are living.
