No not in the NY state you would not need a permit to own a rifle but outside of New York State you will definitely need a permit for a rifle.

Yes, you do need a permit. You need a permit to own a rifle in any city or country. That is the law.

To own a rifle in New York state you do not need a permit unless you are in New York City. Other areas outside of New York City can purchase and own fire arms, including rifles, without applying for a permit. There is also no registration needed for owning a fire arm, except in New York City.
