Yes, you still need to offer references to prospective employers. Given the high level of unemployment and thus competition for jobs, it would be better to offer more references than the competition. Especially former supervisors or superior coworkers.

References are required when applying for a job. This is information needed to ascertain something of a person's background and, while being read, could afford an opportunity for each to observe the other.

Only the prospective employer can answer your question. It is the employer's option to require references. They often do require them so they can questions in hopes of getting advice or opinions about you. Employers often make a habit of writing short notes for future reference based on this.
