Yes very recently the United States passed a new law requiring all U. S. citizens to carry a passport for travel outside of the United States. You need to allow 3-4 months time for processing so if you do not have a passport yet you need to apply ASAP.

Both Canada and Mexico visits need a valid, current passport to cross the border. You will need it in both directions coming and going in the countries. You should have have a current state identification card or license.

No, you don't need a passport to enter Mexico, although they may want to review your travel plans. Due to the most stringent recent rules related to Homeland Security, as of June 1 2009 you'll need a passport to re-enter the United States after your trip. A birth certificate and/or drivers' license will not do.
