The English government did conquer and control Ireland but did not administer Ireland equitably because they regarded the Irish as inferior. I believe the Famine was the turning point for the native Irish in rejecting Britain as a concept. From then on, it was just a matter of time.

England once controlled Ireland, but it couldn't conquer its culture or people. The English and Irish considered themselves as separate peoples. The Catholic Church helped kept the Irish culture independent.

England actually did conquer Ireland fully in the early 16th century and retained power there for a considerable amount of time. Ireland did not become an independent republic with self-rule again until the early 20th century.
