Can you give me a simple way to explain legislation to kids?

Legislation is like the rules your parents have for you, but they apply to everyone, adults included. A group of adults - Congress - selects which rules they like, and votes on them. If more people than not like it, the rule goes to the President. If the President likes it, it becomes the rule for everyone.

Imagine that the entire class is the senate. You put down a bill about something simple. In order for them to accept or reject, they have to raise their hands.
