The most standard IQ test for young children (Wechsler Preschool and Primary Scale of Intelligence) can be administered to a child after the age of 2 years & 6 months. The test is given by a psychologist or trained tester.

There are no mainstream IQ tests for 16 month olds. However, if you are truly interested, do a web search on the subject because many research psychologists have been trying to come up with something that works for a long time now. Keep in mind that it wouldn't be a one time deal.

There is no reliable way to test intelligence in a child this young. A child psychologist can determine if a child is developmentally delayed, but this is different.

No. You can give tests to see how they are progressing, but an actual IQ test there isn't such a thing.

These are those who will give IQ tests to very young children, but I wouldn't hold that as a reliable test. There are just to many variables at that age.
