You sure can assuming you have the right tools and proper hardware to do so. You need the electrical switch along with the casing for it and the proper screws and wiring. You can usually buy this in a kit with instructions that come with it. If you have done electrical work it should be pretty easy.

If the breaker box is wired for 220 amp no.Regular 110-120 amp is fine.Check the amp rating in the breaker box and wire it with product's for the wattage.

Per the NEC National Electrical Code, No. The switch needs to be rated to support the connected-load; since electrical-outlets can have a variety of different-loads plugged-in, the switch needs to be rated for the highest-normal/possible-load. Most-switches are installed/rated for Permanent/Stationary/Wired-in-lamps with a much-lower load. Easy to upgrade the switch though.

Yes. You will just need the hardware to expand the electrical switch to include an electrical outlet. The hardware you may need includes: the electrical wire, a larger electrical box to hold the outlet, and the new outlet.

Yes you can buy you have to be very careful with the wiring of the outlet and switch. They need to be perfectly aligned.
