Yes, as a school, public or private, is a legal entity it has the right to protect their own intellectual property. Only the mascot as it pertains to the school can the subject of a copyright, not the mascot object by itself unless it is original art.

No, except in some special cases. A mascot might be trademarkable if it is a distinctive symbol, but trademarks are different than copyright. If the costume has a very particular design or long text phrase, then the design and text might be copyrightable, but it would be a stretch.

I doubt it, because that makes no sense. High schools should be free to make the decision on what they want to be their mascots to be. That would be a strange thing if it were true.

it is my understanding that you can copyright anything that is your original creation so it seems to me there could be a copyright on a mascot if it is someone original character creation
