Sinus problems can cause dizziness. The ears and sinuses are connected and when one is affected the other can be as well. The center of balance is in the ears.

Yes they can. Sinus problems are often associated with excessive mucus production which leads to a heavy or full feeling in the head. If this backs up into your inner ear this can throw off your equilbrium and cause dizziness.
