Robitussin-DM is a combination of guaifenasin[expectorant] & dextromethorphan[cough suppressant]. This will be useful for chest congestion as it will loosen up the phlegm which can then be coughed out. It won't be useful for mucus in the eye which may be due to allergic or infective conjunctivitis.

You should not give dogs medicines meant for people, as they could be poisoned. Your dog needs to be taken to the vet. If the vet prescribes something like Robitussin, then you would know if it is ok for your dog to take it.

Robitussin DM can be used on dogs for congestion. It is safe for dogs taking the dog's weight into consideration. Always consult your veterinarian before administrating any medication to your pets.

No, you should call your vetrinarian's office right away for breathing problems. There are many causes for these symptoms and he will need to be seen.
