Can my daughter change college if the ee bonds are in her name?

The college your daughter attends is independent of EE bonds that you hold. Your bonds aren't tied to her attending any specific college, or attending college at all. EE bonds are a savings instrument provided by the federal government. She can go and cash them at the bank and use them for her education expenses, wherever she goes.

Savings bonds do not commit the bond holder to a specific school. If your daughter is in good tead at her current school, there should be no problems transferring.

Well yes she can. It may be difficult to basically switch and transfer all your credits over though. So look into it.
