Can I wear no hose and sandals to a formal wedding?

It depends on how "formal" is defined. Pretty, dressy sandals (and a pedicure) would be appropriate if the dress is appropriate. You can't wear a dress that isn't appropriate and then skirt all the other rules of formal dress as a result. In necessary, choose another outfit.

As long as they are dress sandals I see no problem with that. Do not wear the same sandals that you would wear to the beach.
