Yes you can. In fact, for those who are stuck with a load of 41 or 42cent stamps since the previous price increase, you need these to be able to still use those stamps. Your local post office should have a plentiful supply of these. You can also visit the Stamps website to order these

There are many denominations of stamps available. You can take the piece in to the Post Office and pay the difference at the counter. They'll put on a metered label

Yes. The United States Post Office still sells two cent stamps. They are primarily available only from the clerk at the counter, not from Post Office vending machines. Old two cent stamps can still be used.
