Salt water taffy is fairly easy to make, given that you have a candy thermometer and enough strength to pull the taffy.

2 spoons cornstarch, 2 cups sugar, 1 teaspoon salt, 2 cups corn syrup, 3/4 cup water, 2 spoons butter, some flavouring, food color. Mix sugar and cornstarch in a pan, add corn syrup, butter and water. Stir and boil until 260°F. Add salt, pour it out and allow to cool down. Make a long strip, cut into pieces.

Salt water taffy isn't an easy endeavor for most. If you happen to have the 30,000 dollar machine that continually churns taffy then yes, yes you can.

It's actually not too hard. Look for a Candy Cookbook or online for a recipe. The only thing special you need is a candy thermometer to regulate temperature and wax paper to wrap the candies in.
